In February, ASCE released the 2025 Texas Infrastructure Report Card, assigning 16 categories of infrastructure a cumulative grade of ‘C. Among those are six transportation-related categories. Find out how significant population growth, surging energy demands, and increasingly severe weather events putting strain on an aging infrastructure network, combined with record investments at the federal level and proactive state and local measures affected transportation across the State. Join Infrastructure Report Card authors and Committee Members as they answer your questions within the Transportation Categories and provide insight into analysis, results, and recommendations contained within the 2025 Texas Infrastructure Report Card.

Craig Covil PE is professional civil structural engineer with a MSc from Imperial College, London in Soil Mechanics and Engineering Seismology.  He has over 37 years of North American and international experience in the construction industry; as a designer, highly experienced project manager, construction contractor, P3 Infrastructure developer, Owner (Hong Kong Airport Authority), a SME to the Insurance/Risk sector (NFP/Aon). Craig has his own Consulting business and focuses on the aviation, transit, highway, bridges and tunnels sectors of the construction market.

Jason Frank PE is a Regional Aviation Business Line Director for Garver Engineers with over 30 years of airfield pavement design and construction experience in commercial, private, and military airports. He has worked on many high-profile projects including runway and taxiway projects at George Bush Intercontinental Airport, Chicago O’Hare International Airport, Ronald Reagan Washington National Airport, Indianapolis International Airport, Dulles International Airport, Lambert-St. Louis International Airport, and many others nationwide.

Marcelo DaSilva PhD, PE is a Senior Structural Engineer for Burns & McDonnell, a top 10 ENR Design Firm and one of Fortune’s 100 Best Companies to Work For. He started his career in the oil and gas industry then had a short tenure in the façade design (glazing/building) industry. For over 8 years, he has been fully engaged in the transportation industry as a bridge engineer. With over a decade of strong technical experience and background, Dr. DaSilva has become a national resource to Burns & McDonnell for delivering complex analyses and innovative solutions to clients across the nation.

Russell Ruplinger PE is a Principal in Stantec’s transportation group with 20 years of experience in the infrastructure industry. Originally from outside Milwaukee, Wisconsin, Russell has worked all over the nation for a wide variety of clients including TxDOT, Illinois Tollway, California High Speed Rail, Sempra Utilities and Chick-Fil-A.  He has helped deliver approximately $30B worth of projects, working in design, construction, controls, and risk management capacities. Russell currently serves as Stantec’s Texas Transportation Strategic Development Lead where he is working on developing Stantec’s Ports, Aviation, Rail, Road, Transit and Bridge portfolio of transportation projects.  His passion is building high performing teams and effectively delivering work through the enablement of technology.
