In February, ASCE released the 2025 Texas Infrastructure Report Card, assigning 16 categories of infrastructure a cumulative grade of ‘C. Citing significant population growth, surging energy demands, and increasingly severe weather events putting strain on an aging infrastructure network, hear how the 5 water-related categories may have been balanced out by record investments at the federal level and proactive state and local measures. Join Infrastructure Report Card authors and Committee Members as they answer your questions within the Water Categories and provide insight into analysis, results, and recommendations contained within the 2025 Texas Infrastructure Report Card.

Speakers: Eelhard Meneses PE, Nishant ‘Nick’ Dayal PE, Rebecca Katzke PE, and Sarenna Moore (Subcommittee Chairs, ASCE Texas Section Infrastructure Report Card Committee)

Eelhard Meneses PE has an Environmental Engineering degree from the University of Florida. He has over 17 years of specialized experience in design, project and construction management of conveyance systems, water and wastewater plants, reclaimed plants, stormwater systems, and rehabilitations projects. In addition to his technical skills, Mr. Meneses also has staff management, financial analysis, and research expertise. Currently, he is serving as the Texas Water and Wastewater Operations and Practice Lead at Weston Solutions.

Rebecca Katzke PE serves as the National Water Market Manager for Kleinfelder, responsible for strategic and organic growth for public, private, and federal water market clients across the US. Her technical experience includes water resources and water infrastructure planning, design, modeling, and permitting for large-scale civil and environmental engineering projects throughout the US. Ms. Katzke is a Certified Floodplain Manager and professional engineer.

Sarenna Moore has 25 years total experience in water and wastewater design, planning, construction, and project management with an emphasis in conveyance systems. She also has 22 years of experience within water and wastewater facilities of state and local government agencies in California and Texas.
