In February, ASCE released the 2025 Texas Infrastructure Report Card, assigning 16 categories of infrastructure a cumulative grade of ‘C. With significant population growth, surging energy demands, and increasingly severe weather events putting strain on an aging infrastructure network, how did the Parks category, as well as Hazardous Waste and Solid Waste categories earn their grades despite record investments at the federal level and proactive state and local measures. Speakers: Mark Boyd PhD, PE, Patricia Frayre PE, and Robert ‘Holly’ Holder (Subcommittee Chairs, ASCE Texas Section Infrastructure Report Card Committee)
Mark Boyd PhD, PE was born in Lahore, Pakistan and raised in the US and different countries in Latin America. His career spans hazardous materials remediation, environmental compliance, water resources, hydraulics and hydrology, and geo-environmental studies. At Stantec, he has contributed significantly to environmental initiatives like Dallas’s Brownfields Program through the Brownfields Asset Transformation Group. His expertise also extends to projects with the City of Dallas, the Texas Department of Transportation, and Dallas Area Rapid Transit. With Stantec’s full support, Mark continues his dedicated service to ASCE, building on a distinguished record of leadership. He has chaired the 2021 Infrastructure Report Card Committee, serves on its current leadership committee, contributed to the Section’s Centennial Celebration, and progressed through five years of leadership roles on the Dallas Branch Board of Direction. His 40-year journey with ASCE began in 1984 as a member of the SMU ASCE student chapter.
Robert “Holly” Holder PE a 1979 graduate of Texas Tech Civil Engineering school is currently Senior Practice Leader in Parkhill’s Environmental Sector. Since 1989, he developed and led Parkhill’s solid waste practice and expanded its original mission and growth. He served as Sector Director and Principal-in-Charge from 2010 until he went into semi-retirement in 2021. During his time as Sector Manger, he served Parkhill’s municipal solid waste client base and helped develop and grow the sector’s market footprint from Albuquerque, NM to Dallas, TX. As Sector Director, he led his team and helped municipalities solve their solid waste management issues by leading site selection decisions, preparing and obtaining all state permits and developing plans and specifications for solid waste facility development.
